PayPal complaints work best when they are routed by issue type. A missing online order, a seller refund request, an account limitation, a held merchant payment, a privacy request, and an unrecognized transfer can all require different evidence and different PayPal workflows.

Start by identifying the exact PayPal account, transaction ID, payment date, seller or buyer name, funding method, product or service involved, support case number, and the result you want PayPal to confirm in writing. PayPal's current process gives strong priority to its Resolution Center for transaction disputes, account limitations, and unrecognized activity, so a complaint should be written in a way that matches that workflow instead of relying on broad public-pressure language.

Step-by-Step: How to File a PayPal Complaint

1 Identify the PayPal issue type

Choose the closest category: refund request, item not received, item significantly not as described, unrecognized account activity, automatic payment, account limitation, held funds, transfer error, merchant dispute, privacy request, or customer support issue.

2 Collect the transaction and account evidence

Save the PayPal account email, transaction ID, payment date, amount, seller or buyer name, order confirmation, shipping record, screenshots, support messages, limitation notice, and the exact result you want.

3 Use the correct PayPal route

For transaction disputes, account limitations, and unrecognized activity, start in the Resolution Center. For a completed payment refund, contact the seller from the Activity record first. For automatic payments, check the saved merchant authorization in PayPal settings.

4 State one requested resolution

Ask PayPal for one clear result: refund review, claim decision, limitation removal, document review, hold explanation, automatic-payment cancellation confirmation, account-security review, privacy response, or written final decision.

5 Escalate before key deadlines pass

Track PayPal's dispute and error-resolution deadlines. If the issue remains unresolved and the transaction or account type qualifies, escalate through PayPal, then use the payment issuer, CFPB, state consumer office, or privacy regulator path that fits the complaint.

6 Save the final record

Keep the PayPal case number, seller messages, claim result, limitation decision, refund status, written explanation, privacy response, and any external complaint confirmation.

Use the Right PayPal Route First

PayPal's complaint route depends on what happened:

For refund complaints, PayPal's help page says you usually need to contact the seller first for a completed payment. The Activity record should show seller contact details. If that does not solve the issue, PayPal directs users to open a dispute in the Resolution Center within the correct timeframe.

Refunds, Disputes, and Claims

PayPal separates a seller refund request from a PayPal dispute.

PayPal's Purchase Protection program may cover the full purchase price plus original shipping costs for eligible claims. It does not automatically cover every payment. PayPal lists exclusions such as certain in-person transactions, some custom-made items, bill-payment-service transactions, financial products, real estate, vehicles, donations, and other categories.

For a PayPal Purchase Protection complaint, include:

  • PayPal transaction ID
  • seller name and seller contact
  • payment date and amount
  • order confirmation
  • item listing or service description
  • shipping and delivery status
  • photos or screenshots showing the mismatch
  • seller messages
  • dispute date
  • claim escalation date
  • requested refund amount

If PayPal asks for documentation, respond within the requested time. For a significantly-not-as-described claim, PayPal may require the item to be returned to the seller, PayPal, or another specified party, and may require proof of delivery.

Time Limits You Should Not Miss

PayPal deadlines matter because a late complaint can lose access to a PayPal workflow even when the underlying problem is real.

A PayPal complaint should state the deadline you are trying to meet. Example: "This Item Not Received dispute is being opened within 180 days of the payment date" or "This is an error-resolution notice within 60 days of the first statement that showed the problem."

Account Limitations, Holds, and Identity Verification

PayPal can limit an account for regulatory requirements, acceptable-use concerns, unrecognized access, higher-risk activity, seller performance, limited account history, or information needed to keep the account open. A limited account may lose the ability to send money, withdraw funds, or use some PayPal services until the required steps are completed.

For an account limitation complaint, collect:

  • limitation email or account notification
  • Resolution Center task list
  • account email
  • business name if applicable
  • government ID or business document request
  • date each document was uploaded
  • screenshots of completed tasks
  • support case number
  • current account function blocked
  • requested result

PayPal's help page says most limitations cannot be removed by customer service over the phone. The practical complaint should therefore focus on the notice, the requested documents, the exact date documents were submitted, and what account function is still blocked.

For held merchant funds, PayPal's user agreement describes several types of holds. Risk-based holds can generally remain for up to 21 days, but disputed transactions or legal/regulatory reasons can change the timeline. A seller complaint should include tracking, delivery confirmation, buyer communication, account history, and the reason PayPal gave for the hold.

Automatic Payments and Subscriptions

PayPal automatic payments can be managed from PayPal settings. PayPal's help page says users can go to Settings, Payments, then Subscriptions and saved businesses or Automatic Payments, select the merchant, and cancel or change the backup payment method.

For an automatic-payment complaint, document:

If the automatic payment was valid but the merchant did not provide the product or service, the complaint may be a seller dispute. If the automatic payment was not recognized, start with the Resolution Center account-activity path and secure the account.

Merchant and Seller Complaints

Business accounts need a slightly different packet because PayPal may ask for identity, tax, shipment, fulfillment, or risk information.

Do not treat every merchant issue as a customer-service complaint. Some seller account actions are tied to PayPal's risk, tax, regulatory, or acceptable-use obligations. A stronger complaint asks PayPal to identify the account action, the policy reason it can disclose, the documents still missing, and the next review step.

Privacy, Data, and Security Complaints

PayPal's 2026 Privacy Statement covers account holders and some non-account users of PayPal services. It describes categories of personal information such as identifiers, financial records, transaction details, device information, contact information, geolocation data, biometric data in some account-security flows, call recordings, and information provided when contacting customer service.

For a privacy complaint, use the account privacy tools or contact route listed by PayPal for your jurisdiction. Include:

  • PayPal account email or non-account transaction context
  • country or state of residence
  • request type: access, correction, deletion, copy, appeal, opt-out, or other privacy right
  • date submitted
  • verification status
  • PayPal response or case number
  • what information or action is still missing

PayPal says it may need to verify identity before responding to privacy-rights requests. If PayPal denies a request in whole or in part, the Privacy Statement says a user may have rights to receive reasons, appeal, or lodge a complaint with a supervisory authority depending on applicable law.

For security complaints, use the Resolution Center for unrecognized activity and change the password if account access is in question. If you receive an email claiming the account is limited but no limitation appears in the Resolution Center, PayPal's help page says to forward the message to phishing@paypal.com and delete it after forwarding.

For CFPB complaints, the CFPB says it sends the complaint to the company for review, companies generally respond in 15 days, and some final responses may take up to 60 days. For card billing-error complaints, the FTC says the letter should go to the billing inquiry address, include your account number and mistake description, reach the issuer within 60 days after the first bill with the error was sent, and include copies of supporting records.
