Before You Apply

  • Mesa jurisdiction confirmed

Save the Explore Mesa result showing the unit is inside City limits.

    Required
  • HOA rules checked

Resolve any private restriction before paying a non-refundable fee.

    Required
  • TPT location active

Confirm the Arizona TPT license lists every Mesa unit in the application.

    Required
  • Owner and emergency contact ready

Prepare current owner, statutory-agent when applicable, and designated emergency-contact details.

    Required

Apply in DIMES

  1. Create or access the DIMES account

Open the City-designated portal and register or sign in. Success means the owner can access a DIMES record under the correct account. If an old account controls the property, recover or resolve it before starting a duplicate application.

  2. Choose the application type

Select the single- or multiple-rental-unit application that matches the portfolio. Success means the application type covers the exact number of Mesa units. If the portfolio changes, select the correct form before entering property data.

  3. Enter the location and contacts

Search the rental address, then complete the owner and emergency-contact fields. Success means DIMES resolves the City address and the deeded owner and emergency contact are complete. Stop if the map shows a county island or the ownership record differs.

  4. Review acknowledgements and attachments

Confirm every required field and attach TPT or ownership evidence when requested. Success means every acknowledgement is complete and requested TPT or ownership evidence is attached. Correct a missing location or mismatched owner before payment.

  5. Pay and track the record

Submit the non-refundable fee, keep the receipt, and monitor My Records and email for requests. Success means the submitted record has a trackable number and later reaches issued status. Do not treat the nonrefundable payment receipt as the license.

  • A successful payment is not the license

DIMES forwards the paid application to Licensing staff for review. Track the record and respond if the City asks for more information.

    Warning

Required Records

  • Valid Arizona TPT license showing each Mesa rental unit

The current license must list every Mesa rental unit included in the city application.

    Required
  • Owner contact information

Use the deeded owner’s current legal and contact information.

    Required
  • Statutory-agent information, when applicable

Provide this record when the ownership structure requires a statutory agent.

  • Designated emergency-contact information

Use a monitored 24-hour contact who can respond to complaints and emergencies.

    Required
  • Property deed or title, if the City cannot independently verify ownership

Conditional evidence requested only when Licensing staff cannot verify ownership independently.

  • At least $500,000 in liability coverage or qualifying marketplace coverage

Maintain the state-required coverage or qualifying online-marketplace protection.

    Required
  • Neighbor notice containing the Mesa license number, rental address, and emergency contact

Keep the exact written notice and delivery evidence in the property record.

    Required

After the License Is Issued

  1. Prepare the neighbor notice

Include the issued Mesa license number, property address, and emergency-contact details. Success means the notice uses the issued Mesa number and the current 24-hour contact. If the number or contact changes, regenerate the notice before delivery.

  2. Deliver and retain evidence

Keep the exact notice, recipient record, and proof of delivery in case the City requests them. Success means the owner can match every recipient to the exact notice and delivery evidence. Correct an address or missing proof before archiving the packet.

  3. Publish accurate license and TPT details

Keep advertising and platform records aligned with the active property licenses. Success means every listing shows the active Mesa license and correct TPT information for the same unit. Remove an expired or different-property number before accepting bookings.

Renewal & Common Failure Points

  • Start before the 45-day deadline

Late records must use a new application instead of the renewal flow.

  • Do not transfer the license

A new deeded owner or rental address needs a new application.

  • Keep the TPT locations current

A missing rental location can delay issuance or renewal.

  • Watch the application email

Licensing staff use email when additional information is required.

Verify the Mesa License Result

  • Confirm issued status

Verify that DIMES shows an issued Mesa STR license for the deeded owner and exact rental unit; a submitted record or payment receipt is not an active license.

    Required
  • Reconcile City and tax records

Match the issued license address and owner to the Explore Mesa result and every TPT location. Correct any county-island, unit or owner discrepancy before advertising.

    Required
  • Complete post-license notice

After issuance, send the required notice with the Mesa number, rental address and emergency contact, then retain the notice and delivery evidence for a City request.
