Every Phoenix property offered as a short-term rental must obtain a City of Phoenix STR permit. The application is property-specific and is submitted through SHAPE PHX.
A complete application depends on work outside the city portal, including the Arizona TPT license, Maricopa County rental registration, notarized forms, insurance evidence, and certified-mail notice.

Sign and notarize the Attestation of Compliance before submitting the notification package. Success means the property facts, worklist and receipts support a signed and notarized attestation. Do not notarize until those records reconcile.
Open the detailed recipient, certified-mail, proof-package, and renewal checklist.
Create or use the appropriate SHAPE PHX account, enter the property and contact information, upload the required material, and pay the city fee. The City states that it must approve or deny the permit within seven days after receiving the application.

Upload the completed, signed, and notarized records required for this property and application. Success means all uploads are legible, current, signed and notarized where required. Replace a cropped, stale or unsigned file before submission.
Check the application summary, complete the portal acknowledgements, and submit the final package. Success means the owner or designee has reviewed the complete package and the portal accepts the submission. Do not submit while required acknowledgements remain blank.
Retain the confirmation and reference number so the owner or designee can monitor City review. Success means a confirmation and reference number were saved for the property. Use that record to answer City corrections rather than creating a duplicate filing.

The permit expires one year after issuance. The ordinance directs the owner or designee to submit a renewal application at least 15 working days before expiration and pay the renewal fee.
