Xcel Energy Payment Plans and PUC Complaints: Minnesota and Colorado

Xcel Energy serves approximately 3.7 million electric and natural gas customers across eight states, with its largest operations in Minnesota and Colorado. Minnesota's Cold Weather Rule provides some of the strongest utility protections in the country.

Minnesota protections

Cold Weather Rule (October 1 - April 30)

Minnesota's Cold Weather Rule is one of the strongest utility protections in the country:

  • Utilities cannot disconnect customers who establish and maintain a payment plan
  • Low-income customers (at or below 50 percent of state median income) cannot be charged more than 10 percent of monthly household income for heating
  • Customers must be offered a reasonable payment plan before disconnection
  • Protections run seven full months, longer than most states

MN PUC complaint

  • Phone: 800-657-3782
  • Online: mn.gov/puc

Minnesota assistance programs

  • Energy Assistance Program (EAP): State-funded heating bill assistance
  • LIHEAP Minnesota: Federal heating assistance through local agencies
  • Xcel Energy Discount Program: Reduced rates for income-eligible customers

Colorado protections

Cold weather protections

Colorado has cold weather protections through the PUC, though they are not as extensive as Minnesota's Cold Weather Rule.

CO PUC complaint (DORA)

  • Phone: 303-894-2070 or 800-456-0858
  • Online: dora.colorado.gov/puc

Colorado assistance programs

  • LEAP (Low-Income Energy Assistance Program): Colorado's version of LIHEAP
  • Energy Outreach Colorado: Statewide nonprofit providing energy assistance

Quick action checklist

  1. Call Xcel at 800-895-4999 for a payment arrangement
  2. In Minnesota, cite the Cold Weather Rule (Oct 1 - Apr 30)
  3. Apply for EAP/LIHEAP (MN) or LEAP (CO)
  4. File a PUC complaint if Xcel refuses

Bottom line

Minnesota's Cold Weather Rule makes Xcel Energy customers among the best-protected in the country from October through April. Colorado offers good but more limited protections. In both states, the PUC complaint is your best tool when Xcel is not cooperating.
