Cold Weather Rule (October 1 - April 30)
Minnesota's Cold Weather Rule is one of the strongest utility protections in the country:
- Utilities cannot disconnect customers who establish and maintain a payment plan
- Low-income customers (at or below 50 percent of state median income) cannot be charged more than 10 percent of monthly household income for heating
- Customers must be offered a reasonable payment plan before disconnection
- Protections run seven full months, longer than most states
