Do this first

Outcome and first blocking condition

The fastest safe license path begins outside the city portal: prove the address, create the property-level Arizona TPT record, and reconcile the legal owner. The Scottsdale submission then unlocks the post-license neighbor notice, insurance attestation, county registration, and posting work.

Expected outcome: an issued, property-specific short-term rental license and a launch file that also closes the linked tax, listing, physical-property, and recurring duties.

First blocker: Resolve the exact Scottsdale city boundary and property address; a Scottsdale postal address is not the same thing as municipal jurisdiction.

  • Annual city license required before operation

A qualifying Scottsdale residence may operate only after the city license, property-level TPT record, county registration, insurance, local contact, and required notices are complete.

    Warning

Prerequisites to collect before the Scottsdale filing

Resolve the address and legal owner first, then make names, unit numbers, dates, and property facts identical across the packet.

How to complete the Scottsdale short-term rental license

Each step includes a visible success condition and a stop-or-correct path; a payment receipt is never used as a substitute for issuance.

  1. Resolve the property before opening a case

Confirm jurisdiction, dwelling configuration, private restrictions, and any pool or spa barrier issue. Success: The saved property file identifies the same address and rentable space that will appear in every application. If blocked: If the guest-house use, city boundary, or private authority is unclear, pause the filing and resolve that gate first.

  2. Create the Arizona tax location

Add the Scottsdale rental address to TPT and verify region code SC. Success: The owner can produce the property-level TPT number required by Scottsdale. If blocked: If a marketplace collects tax, do not omit the account; separate collection from owner licensing and filing duties.

  3. Submit and pay for the city license

Enter owner, designee, emergency-contact, address, and TPT details and pay the $250 annual fee. Success: The city account shows the property license as issued rather than merely submitted or paid. If blocked: Correct the named address, ownership, or TPT mismatch in the same case instead of creating a duplicate property.

  4. Complete the post-issuance attestations

Within 30 days, send the required neighbor letter and submit the notification and liability-insurance attestation. Success: The property file contains recipient evidence, the sent letter, the license number, and the accepted attestation. If blocked: If an owner mailing address is missing, resolve it through the parcel record before declaring notice complete.

  5. Make the property launch-ready

Register with Maricopa County, install the interior notice, confirm barriers, and update every advertisement. Success: County status, physical posting, safety evidence, and listing screenshots all match the active city license. If blocked: Do not accept the first stay while any county, posting, barrier, or listing disclosure remains incomplete.

What to maintain after Scottsdale approval

The issued record starts the operating period. Preserve the evidence that the property stayed eligible and that each recurring duty was completed.

Advertising and operation without the property license, missing county registration, false application information, unlawful gatherings, or repeated nuisance violations can be enforced separately. A removed listing does not erase tax or operating exposure from earlier stays.

  • Calendar the city renewal and TPT filing dates as different obligations

    Required
  • Update the city and neighbors when the required emergency-contact information changes

    Required
  • Recheck the barrier and interior notice after property work, furnishing changes, or damage

    Required
  • Preserve a stay-by-stay record tying marketplace collection and direct-booking tax handling to filed returns

    Required
