Obtain an active NYC OSE registration for a qualifying permanent occupant and associate every short-term listing. Stop if the plan involves an entire unit, more than two paying guests, an absent host, a prohibited building, a rent-regulated unit or an illegal sleeping space.

Int. 0879-2026 proposes changes for some owner-occupied one- and two-family dwellings, but it remains referred to committee. Apply the current hosted-stay and registration rules unless the City formally enacts a change.

Before You Apply

    Confirm the unit is in one of the five boroughs and is not rent-regulated, on the prohibited-buildings list, or otherwise barred from registration.

Application Steps

Complete the process through the official NYC OSE Short-Term Rental Registration Portal.

  1. Step 1: Confirm the host and stay can qualify

    Reject entire-unit, more-than-two-guest, rent-regulated, prohibited-building, and illegal sleeping-space plans. Success means the proposed stay satisfies the current hosted-stay rules and the unit is not prohibited. If any disqualifying condition applies, stop; a pending 2026 bill does not change today’s eligibility.

  2. Step 2: Enter the host and building address information

    Use the host’s permanent-occupancy address and the exact building and unit identifiers requested by OSE. Success means NYC.ID, OSE application, building address and unit identifier all match the permanent-occupancy evidence. Correct address normalization errors before continuing.

  3. Step 3: Disclose and associate every listing

    Identify each booking service and listing URL or identifier that will use the registration. Success means every booking service and listing is disclosed and later associated with the issued number. If a duplicate or secondary listing was omitted, add it before taking bookings.

  4. Step 4: Upload identity and occupancy documents

    Upload the required government identification and current permanent-occupancy proofs from accepted categories. Success means OSE accepts the ID and two occupancy proofs from different allowed categories. Replace stale, same-category or mismatched documents when rejected.

  5. Step 5: Certify the application and maintain compliance

    Complete the required acknowledgements, submit the registration, then post the certificate and retain transaction records. Success means the registration is active, the certificate and exit diagram are posted, and records are retained. Do not treat a $145 payment or pending status as approval.

    Confirm active OSE status, the registered host and exact unit; do not treat a fee receipt or pending application as authorization.

Common Causes of Delay or Denial

  • Wrong jurisdiction or property type

    An entire-unit plan, absent host, more than two paying guests, prohibited or rent-regulated building, or illegal sleeping room cannot be fixed through registration.

  • Applicant and property records do not match

    OSE will require correction when NYC.ID, unit identifiers or occupancy proofs do not describe the same permanent occupant and dwelling.

  • Missing operating prerequisites

    Two proofs from the same category, stale documents, omitted listings or disqualifying building violations can prevent approval.
