  1. Step 1: Confirm the unit is eligible

    Check primary residence, housing, use, and citation restrictions. Success means the address passes the City eligibility checks. If the record shows rent stabilization, restricted housing, nonresidential use or a disqualifying citation, stop and resolve that status before filing.
