Assumptions used

  • Scottsdale short-term lodging class: The modeled stay is lodging charged for 29 days or less and uses the current Maricopa transient-lodging base plus the two city rates stated on Scottsdale's tax page.

What may change the final amount

  • Scottsdale STR licensing and collection responsibility. Scottsdale's STR owner guidance requires transaction-privilege and transient-tax compliance, ADOR licensing, and local-region handling; platform collection does not remove the need to verify residual duties.

Decision rule

Scottsdale STR status: the answer first

Scottsdale allows residential short-term rentals, but every property rented for fewer than 30 days needs its own active city license. The city charges $250 per property each year, and that license sits alongside an Arizona TPT account and Maricopa County rental registration.

The city license is property-specific and does not make every use of the dwelling lawful. Confirm the parcel is inside Scottsdale, then separately test any guest-house setup, pool or spa barrier, HOA restriction, event use, and county record before accepting a reservation.

Scottsdale applies its vacation-rental rules to a residential dwelling offered for transient occupancy for less than 30 consecutive days. A stay of 30 days or longer is outside this city licensing process.

  • Annual city license required before operation

A qualifying Scottsdale residence may operate only after the city license, property-level TPT record, county registration, insurance, local contact, and required notices are complete.

The Scottsdale rules that change the decision

These facts determine whether the address qualifies, what the owner pays, and which work must happen before a listing can go live.

$250 annual city license
One license for each Scottsdale propertyThe license applies to rentals shorter than 30 days and is additional to state and county records.
30-day post-license notice
Notify adjacent, opposite, and diagonal homes—or same-floor unitsThe letter must identify the rental, city license number, and 24-hour contact; re-notice after relevant contact changes.
$500,000 liability coverage
Direct coverage or qualifying marketplace coverageThe owner completes the city insurance and neighbor-notification attestation after notice is sent.
Pool, hot tub, and spa barrier check
A separate physical-safety gateA city license alone does not prove the water feature meets Scottsdale barrier rules.
No event-center use
Residential STR use cannot be converted into commercial gathering useWeddings, corporate events, and large paid gatherings can trigger separate enforcement.

Address and property eligibility in Scottsdale

Complete these gates before buying services, paying a non-refundable charge, or copying a prior owner’s setup.

  • Scottsdale eligibility gate 1

Resolve the exact Scottsdale city boundary and property address; a Scottsdale postal address is not the same thing as municipal jurisdiction.

    Required
  • Scottsdale eligibility gate 2

Confirm the rented area is a lawful residential dwelling and do not independently rent a guest house or guest room where city guidance does not allow that configuration.

    Required
  • Scottsdale eligibility gate 3

Check HOA, deed, lease, and insurance restrictions before filing because city approval does not override private controls.

    Required
  • Scottsdale eligibility gate 4

For any pool, hot tub, or spa, complete the applicable Scottsdale barrier analysis before the first guest stay.

Approvals and records that must agree

Scottsdale compliance is a stack of separate records. Keep the legal owner, address, rentable space, dates, and contacts consistent across all of them.

Arizona TPT account
List the specific rental property and Scottsdale region code SC before applying to the city.
Scottsdale property license
Submit the owner, address, emergency-contact, and TPT information and pay $250.
Neighbor and insurance attestation
Complete notice and attest to at least $500,000 of liability coverage within the city workflow.
Maricopa County record
Register the rental with the county assessor before the property is occupied.
Property notice and listings
Post the protected interior notice and display the city license and required disclosures in every advertisement.

A workable Scottsdale compliance sequence

The fastest safe license path begins outside the city portal: prove the address, create the property-level Arizona TPT record, and reconcile the legal owner. The Scottsdale submission then unlocks the post-license neighbor notice, insurance attestation, county registration, and posting work.

  1. Prove the address belongs in Scottsdale

Save the parcel or city-boundary result, identify the exact rentable dwelling, and flag any pool, spa, guest house, or HOA issue.

  2. Create the state tax prerequisite

Obtain the Arizona TPT license for this address and verify that region code SC appears on the property record.

  3. Submit one city license per property

Use Scottsdale’s official application channel, reconcile owner and emergency-contact names, and retain the $250 payment and case number.

  4. Finish the 30-day notice work

After issuance, notify the defined neighboring properties, retain delivery evidence, and submit the city compliance attestation.

  5. Close the county and property gates

Complete Maricopa County registration, install the required interior notice, confirm pool barriers, and capture compliant listing screenshots.

Tax and marketplace handling for Scottsdale

A permit, tax account, platform collection, and filed return are different records. Reconcile them at booking level.

Arizona administers TPT for short-term lodging, so the state account is not replaced by the Scottsdale license. Record Scottsdale region code SC, separate marketplace receipts from direct bookings, and keep filing on the frequency assigned by ADOR even when a marketplace collected tax on some stays.

  • Collection does not prove filing or land-use authority

Keep a dated record of who collected each tax, who filed each return, and which official account covers the exact Scottsdale property.

    Warning

Operating controls and enforcement exposure

Translate the approval into repeatable listing, guest, contact, physical-property, tax, and renewal controls.

Advertising and operation without the property license, missing county registration, false application information, unlawful gatherings, or repeated nuisance violations can be enforced separately. A removed listing does not erase tax or operating exposure from earlier stays.

  • Scottsdale operating control 1

Keep the Scottsdale license number and required occupancy or use disclosures visible in every listing tied to the property.

    Required
  • Scottsdale operating control 2

Maintain the 24-hour emergency contact and repeat neighbor notice when the required contact information changes.

    Required
  • Scottsdale operating control 3

Display the protected city notice near the inside of the front door and primary backyard access with safety-equipment, waste, and nuisance information.

    Required
  • Scottsdale operating control 4

Do not market or operate the residence as an event venue, and translate nuisance-party restrictions into rental terms and guest messaging.

    Required
  • Scottsdale operating control 5

Retain the current TPT, county registration, insurance evidence, notice delivery record, listing screenshots, and annual city renewal together.
