Direct answer
California has no single statewide STR operating license. The city or county decides whether the address is eligible, what permit is required, and what stay or hosting limits apply. State law authorizes local transient occupancy tax and, beginning in 2026, lets a local agency opt into facilitator reporting and listing-number rules. Coastal properties may add a certified Local Coastal Program layer.

Local decision rule
The useful California decision is not “Are STRs legal statewide?” It is “Which local authority controls this parcel, which operating class fits the property, and has that authority activated any state-enabled facilitator rules?” Los Angeles, San Diego, San Francisco, and unincorporated counties can reach different answers for identical dwelling types.
Match the parcel to the actual land-use authority before reading a permit page or TOT schedule. A postal city name is not conclusive.
Determine hosted versus unhosted use, whole-home versus room, primary residence, dwelling type, rent-controlled status, and whether an ADU or multifamily restriction applies under the local code.

The city normally administers municipal TOT; the county administers its tax in unincorporated territory. Use that rule as the starting point for a California booking-channel ledger that names the collector, government destination, return, and closeout evidence.
