Westminster Parking Ticket Help — Dispute Your PCN (2026)

If you have received a Penalty Charge Notice (PCN) from Westminster City Council, you are not alone. Westminster is one of the most heavily enforced parking areas in the UK. Understanding your rights — and acting quickly — gives you the best chance of getting the charge reduced or cancelled.


What kind of PCN have you received?

Before doing anything else, check who issued the notice.

Westminster City Council issues its own PCNs for contraventions such as waiting on yellow lines, loading restrictions, and permit zone violations. These are civil penalties regulated under the Traffic Management Act 2004.

Transport for London (TfL) issues separate PCNs for contraventions on red routes (red lines on the road), bus lanes, and certain box junctions. The challenge process for TfL PCNs is different — you challenge via tfl.gov.uk, not via Westminster's portal.

Check the PCN carefully: the issuing authority is printed on the notice.


Westminster PCN fine amounts

Westminster is in London, so London Band rates apply.

Most Westminster contraventions — including no-waiting and loading restrictions in central London — are Band B.

You have 28 days from the date of issue to pay. If you pay within 14 days, you pay the discounted amount. If you challenge the PCN informally, the 14-day and 28-day clocks are paused entirely while your challenge is being considered.


Why Westminster PCNs are so common

Westminster covers central London neighbourhoods including Mayfair, Soho, Marylebone, Pimlico, and Paddington. Enforcement is extremely dense. Common reasons for PCNs include:

  • Loading bay restrictions — Westminster has hundreds of timed loading bays. The permitted loading window is often narrow (for example, 8am–11am Monday to Saturday). Stopping outside these windows, even briefly to unload, can result in a PCN.
  • Pay by Phone zones — Many Westminster bays require payment via the RingGo or PayByPhone app. If the app fails to register the session, a PCN can follow even if you attempted to pay.
  • Resident permit zones — Overnight and daytime permit enforcement is active across Westminster.
  • No-waiting restrictions — Double yellow lines and single yellow lines with time-plate restrictions are common throughout the borough.

Your options if you receive a Westminster PCN

1. Pay the discounted amount

If you have no grounds to dispute, paying within 14 days means you pay £65 (Band B) or £40 (Band A) rather than the full amount. Do not let the 14-day window pass if you intend to pay.

2. File an informal challenge

If you believe the PCN was issued in error, or there are mitigating circumstances, file an informal challenge via Westminster City Council's online portal at westminster.gov.uk. You can also write to the council.

Filing an informal challenge pauses the payment clock. You do not lose the right to pay at the discounted rate if your challenge is rejected — the council will write to you with a fresh payment deadline.

Good grounds for an informal challenge include:

  • Signage that was missing, obscured, or damaged
  • A PayByPhone or RingGo technical failure with evidence
  • The vehicle was displaying a valid permit that was not clearly visible to the CEO (Civil Enforcement Officer)
  • You were loading or unloading within a reasonable time and the restriction was unclear

3. Formal representation

If Westminster rejects your informal challenge, they will issue a Notice to Owner (NTO). At this stage you can make a formal representation — this is a written legal response. Westminster must consider it and provide a written decision.

4. Appeal to the Traffic Penalty Tribunal

If Westminster rejects your formal representation, they will issue a Notice of Rejection. You then have 28 days to appeal to the Traffic Penalty Tribunal (TPT), which is a free, independent body. TPT adjudicators are not employed by Westminster City Council. You can appeal online at tribunals.gov.uk.
