Ealing Parking Ticket Help — Dispute Your PCN (2026)

Reviewed using publicly available legal resources

If you have received a Penalty Charge Notice (PCN) from the London Borough of Ealing, you have the right to challenge it. Ealing enforces parking restrictions across a mix of busy town centres and residential permit zones — and a meaningful number of PCNs are overturned where drivers can show the signage was unclear or their vehicle was displaying valid authorisation.

Who issues PCNs in Ealing?

The London Borough of Ealing is the civil enforcement authority for most parking contraventions within the borough. This covers yellow line restrictions, resident permit zones, pay-and-display bays, and loading restrictions.

Transport for London (TfL) handles contraventions on red routes and bus lanes in Ealing — for example, sections of the A40 or A4020. Check your PCN to confirm which authority issued it before you challenge.

Ealing PCN fine amounts

Ealing is a London borough, so London Band rates apply.

Band Full amount Discounted amount (pay within 14 days)
Band A £80 £40
Band B £130 £65

You have 28 days from the date of issue to pay. Paying within 14 days reduces the amount by 50%. If you file an informal challenge, the payment clock pauses while your challenge is being considered — you do not lose the right to pay at the discounted rate if the challenge is rejected.

Where enforcement is concentrated in Ealing

Ealing has several high-enforcement areas:

  • Ealing Broadway town centre — Permit zones, loading restrictions, and bus lane enforcement near the station.
  • South Ealing and Northfields — Dense residential permit zones where street parking is controlled throughout the day.
  • Hanwell — Residential permit zones and street sweeping restrictions.
  • Southall Broadway — Loading restrictions and yellow line enforcement in a busy commercial area.
  • Acton — Mixed residential and commercial restrictions.

Street sweeping restrictions are actively enforced in parts of Ealing. These restrictions apply on specific days to allow council vehicles to clean the street. Signs show the day and time window. Parking during a street sweeping restriction will result in a PCN.

Common reasons Ealing PCNs are challenged successfully

  • Permit not clearly visible — A valid permit was displayed but had slipped or was obscured from outside the vehicle.
  • Street sweeping sign unclear or missing — Sweeping restriction days and times are stated on signs attached to lamp posts. If the sign was damaged, missing, or not visible from where you parked, this is a challenge ground.
  • PayByPhone technical failure — If you attempted to pay and the app or payment system failed, a screenshot of the error and bank confirmation that no payment was taken is useful evidence.
  • Wrong vehicle registration on the PCN — Check the registration number on the PCN against your V5C.
  • Loading or unloading — If you were actively loading or unloading goods within a reasonable time, you may have grounds to challenge a yellow line PCN.

Your options

Pay at the discounted rate

If you have no grounds to dispute, pay within 14 days to pay £65 (Band B) or £40 (Band A).

File an informal challenge

Challenge via Ealing's online portal at ealing.gov.uk. Filing a challenge pauses the payment clock. If your challenge is rejected, the council will write to you with a new payment deadline and you can still pay at the discounted rate or make a formal representation.

Formal representation

If your informal challenge is rejected, Ealing will issue a Notice to Owner (NTO). You then have 28 days to make a formal representation in writing.

Traffic Penalty Tribunal

If your formal representation is rejected, you can appeal for free to the Traffic Penalty Tribunal (TPT) — an independent body that is not part of the council. Appeal online at tribunals.gov.uk.

Pine can help you draft your challenge

Pine can take your PCN details, your description of what happened, and any photos you have, and help you draft a clear informal challenge to submit via ealing.gov.uk. Knowing what to include — and what to leave out — makes a difference.
