If you have received a Penalty Charge Notice (PCN) from Manchester City Council, this page explains your options, the fine amounts that apply, and how to challenge if you believe the PCN was issued in error.

Manchester is outside London, which means the PCN amounts are lower than the London Band rates — but the same legal framework under the Traffic Management Act 2004 applies, and the challenge process works in the same way.


Who issues PCNs in Manchester?

Manchester City Council issues civil PCNs for most on-street parking contraventions in the city. This covers yellow line restrictions, permit zones, loading restrictions, and pay-and-display bays.

Transport for Greater Manchester (TfGM) handles certain contraventions related to bus lane enforcement and other camera-enforced moving traffic offences across Greater Manchester. Check your PCN to confirm the issuing authority before you challenge.


Manchester PCN fine amounts

Manchester is outside London, so lower (non-London) Band rates apply.

You have 28 days from the date on the PCN to pay. If you pay within 14 days, you pay the discounted rate. If you file an informal challenge, the payment clock pauses while your challenge is being considered.


Where enforcement is concentrated in Manchester

  • Northern Quarter — Popular area with dense no-waiting and loading restrictions. PayByPhone bays are common. Enforcement is active throughout the day.
  • City centre (Piccadilly, Deansgate, Oxford Road corridor) — High enforcement around key transport routes.
  • Chorlton and Didsbury — Residential permit zones where overnight and daytime enforcement is active.
  • Salford boundary areas — Note that Salford is a separate local authority (Salford City Council). If you received a PCN near the Manchester/Salford boundary, check which council issued it.

PayByPhone in Manchester

Many Manchester pay-and-display bays use PayByPhone rather than physical meters. You pay using the PayByPhone app or by calling a number displayed on signs at the bay. If the app fails to connect or register your session, you may receive a PCN even if you intended to pay. Screenshots of app errors and confirmation from PayByPhone or your bank that no charge was taken are useful evidence if you challenge.

Pay at the discounted rate

If you have no dispute, paying within 14 days means you pay £35 (Band B) or £25 (Band A) rather than the full amount.

File an informal challenge

Challenge via Manchester City Council's portal at manchester.gov.uk. Filing a challenge pauses the payment clock entirely. If your challenge is rejected, you will receive a Notice to Owner with a new payment deadline.

Formal representation

If your informal challenge is rejected, make a formal representation within 28 days of receiving the Notice to Owner.

Traffic Penalty Tribunal

If your formal representation is rejected, appeal for free to the Traffic Penalty Tribunal (TPT) at tribunals.gov.uk. TPT is independent of Manchester City Council.
