Duke Energy serves approximately 8.4 million electric customers across five states. The challenge for Duke Energy customers is that your rights, payment plan options, and complaint processes depend entirely on which state you live in. Each state has its own utility regulator with different rules.

This guide breaks down Duke Energy's payment options and your complaint rights in each state.

Duke Energy payment options (all states)

Payment extensions

Duke Energy offers residential customers additional time to pay past-due balances. You can typically get one or two extra weeks, and this option can be used as many times as needed within a 12-month period.

Installment plans

Longer-term installment plans let you spread a past-due balance over several months. Call Duke Energy at 800-777-9898 to set one up.

Budget billing (Equal Payment Plan)

Duke Energy averages your annual costs across 12 equal monthly payments. This does not reduce your total cost but eliminates seasonal spikes.

North Carolina — NCUC

Regulator: North Carolina Utilities Commission Complaint phone: 866-380-9816 Online: ncuc.gov

Key rules

  • Written disconnection notice required before shutoff
  • Duke Energy must offer payment arrangements before disconnecting
  • Cold weather protections may apply during extreme temperatures
  • LIHEAP available through local community agencies
  • Duke Energy Share the Warmth program provides emergency assistance

Filing a complaint

If Duke Energy refuses a reasonable payment plan or violates disconnection rules, file a complaint with the NCUC at 866-380-9816 or through their website.

South Carolina — SC PSC

Regulator: South Carolina Public Service Commission Complaint phone: 800-922-1531 Online: psc.sc.gov

Key rules

  • Written notice required before disconnection
  • Limited winter moratorium protections compared to northern states
  • LIHEAP available through local CAP agencies
  • Duke Energy offers assistance programs for income-eligible customers

Florida — FL PSC

Regulator: Florida Public Service Commission Complaint phone: 800-342-3552 Online: floridapsc.com

Key rules

  • No winter shutoff moratorium (mild climate)
  • Duke Energy cannot disconnect while an informal PSC complaint is pending
  • Payment extensions available as often as needed within 12 months
  • No statewide disconnection timing restrictions beyond notice requirements
  • LIHEAP available but funding is more limited than in northern states

Indiana — IURC

Regulator: Indiana Utility Regulatory Commission Complaint phone: 800-851-4268 Online: in.gov/iurc

Key rules

  • Written disconnection notice required
  • Winter moratorium protections for income-eligible customers
  • Duke Energy must offer payment arrangements
  • Energy Assistance Program (EAP) available through local community agencies

Ohio — PUCO

Regulator: Public Utilities Commission of Ohio Complaint phone: 800-686-7826 Online: puco.ohio.gov

Key rules

  • Special Reconnect Order (SRO): October through April, any Duke Energy Ohio customer can reconnect for just $175 regardless of total balance
  • One-Ninth Plan: 9 equal monthly payments on past-due amount
  • One-Sixth Plan: Past-due over 6 months
  • Winter Heating Season Plan: One-third of balance monthly (Nov 1 - Apr 15)
  • 14-day written notice required before disconnection

Quick action checklist

  1. Call Duke Energy at 800-777-9898 and request a payment extension or installment plan
  2. Ask about Duke Energy assistance programs in your state
  3. Apply for LIHEAP through your local community agency
  4. If Duke Energy refuses, file a complaint with your state regulator
  5. In Ohio, ask about the Special Reconnect Order if your power is off (Oct-Apr)

Bottom line

Duke Energy operates in five states with five different sets of rules. Ohio customers have the strongest protections with the $175 Special Reconnect Order. Florida customers have the fewest seasonal protections but can block disconnection by filing a PSC complaint. Regardless of your state, the regulator complaint is your most effective tool when Duke Energy refuses to work with you.
